Arroyo vows to bring anti-corruption drive to local level

MANILA, Nov. 3 (Xinhuanet) -- Philippine President Gloria Macapagal Arroyo Monday vowed to carry on the government's anti-corruption drive and bring it down to the local government level.

In a statement, Arroyo said her administration would continue to maintain a policy of good governance down to the level of local government units (LGUs).

"Good governance certainly means stemming corruption at the level of our local governments," she said.

She urged the people to muster more participation through "self-education and empowerment."

"Community leaders and ordinary citizens must participate in local governance, inform themselves of the financial affairs of their LGUs and form watchdog groups to fiscalize both local policy-making and spending," she said.

She noted that "there are extant safeguards in the law such as the provision on how IRA (internal revenue allotment) should be budgeted and disbursed", however, the best safeguard in this matter is citizen vigilance and participation.

The Philippine Center for Investigative Journalism had alleged in a series of investigative reports that LGUs were benefiting from the impeachment row between Congress and the judiciary with the public's attention diverted from a number of graft cases against the LGUs. Enditem
